Please read the Wire Act… the relevant federal statute covering transacting business over phone lines, including the internet.
 
Please skim the Unlawful Internet Gaming Enforcement, which is buried inside the Safe Port Act.  Apparently I’m not the only one confused about the relevance of Internet Gambling as applied to our ports.  See http://techdirt.com/articles/20080402/190212731.shtml .
 
Also, please read briefly about Neteller, a UK based online payment organization.
 
Then please read State of Minnesota v. Granite Gate Resorts, where the courts determined that personal jurisdiction over the defendant can be found under the 5-part purposeful availment test, when defendant's internet advertisement is “live” online 24 hours a day, 7 days a week, 365 days per year.
 
Then, for a more laughable case, read how two degenerates in Thompson v. Mastercard sought to have their gambling debts ruled unenforceable under of RICO.   Very funny… You can just simply skim this one.
 
Then please read the General Accounting Office's 2002 report Internet Gambling: An Overview of the Issues.  This is long and they DO repeat themselves in a couple places.  This outlines the general fears of unchecked internet gambling and attempts to determine if they are rational.  [It also provides an important overview, on 11-17, of the law under the Wire Act and other relevant statutes. -JTW]
